Prior to forming the Irving Information Group, in October 1999, Larry Irving served for almost seven years as Assistant Secretary of Commerce for Communications and Information. There he was a principal advisor to the President, Vice President and Secretary of Commerce on domestic and international communications issues, information policy issues and supervised grant award programs for new telecommunications technologies to under served areas.

As a member of President Bill Clinton's technology team, Irving played an integral role in developing the initiatives for the Administration's Electronic Commerce, National Information Infrastructure and Global Information Infrastructure.

Irving is credited with coining the term "the digital divide" and informing the American public about the growing problem it represents. Irving authored the landmark Federal survey titled "Falling Through the Net," which tracked access to telecommunications and information technologies (telephones, computers and the Internet) across lines of race, geography and economics. 

In recognition of his work to promote policies and develop programs that would ensure equitable access to advanced telecommunication and information technologies, Larry Irving was named one of the fifty most influential persons in the "Year of the Internet" by Newsweek Magazine. Newsweek described Larry Irving as the "Conscience of the Internet".

Irving currently serves as a cofounder of UrbanMagic. He is a member of the Board of Directors for companies like Covad Communications, Worldgate Communications and Anticipa. Irving also serves on the Board of Directors for TrustE and Intel's Computer Clubhouse and the Digital Blackboard Foundation. He also serves on the Advisory Council at Stanford Law School for the Law and Science and Technology Program and on the Board of Visitors for the Weinberg College of Arts and Sciences at Northwestern University.
