Woodson grew up in Fremont, Ohio, and attended the University of Michigan. There, he was selected as the Big Ten Freshman of the Year in 1995, made the All-America team in 1996, recording 8 interceptions, and then won the Heisman Trophy as the game's top player in 1997. He was the first (and as of 2005, only) primarily defensive player to win the Heisman. (In addition to playing cornerback, he returned punts and occasionally lined up as a wide receiver.) That year, his Michigan Wolverines went 12-0 and won the AP national championship. Throughout college, Woodson was known for big plays in the big moment. As a freshman, he had two interceptions against then #2 Ohio State. His junior year big plays included an interception against Michigan State, a TD punt return and end-zone interception against OSU, and an end-zone interception against Washington State in the Rose Bowl. Footage of his punt return for a touchdown against OSU was featured in a highlight reel on the main menu of the video game NCAA Football 06.

After that season, Woodson declared his eligibility for the NFL Draft, and was selected 4th overall in the 1998 by the Oakland Raiders. After Woodson's first season in the NFL he was named The NFL Defensive Rookie of the Year by the Associated Press. He helped lead the Raiders to the Super Bowl in 2003, where they lost to the Tampa Bay Buccaneers.

Woodson is often criticized in his hometown of Fremont for forgetting his roots. A street in the city was named after him and a parade was held in his honor, but he did not attend the parade. Rumors have said that he is ashamed to be from Fremont. However, he attempted to dispel these rumors during the 2003 Super Bowl when, rather than announcing to the cameras his college team like other players, Woodson annouced that he was a "Little Giant", which is the name of the Fremont Ross High School's football team in which he excelled.

On April 26, 2006, Woodson reached a 7-year contract agreement with the Green Bay Packers that could be worth as much as $52.7 million with bonuses and incentives. He will make $10.5 million in the first year of the deal and $18 million over the first three years. He will also receive a $3 million bonus if he is selected to the Pro Bowl in two of the first three years of the contract.
